Permanency through Permanent Legal Custodianship
Similar to Adoption, Permanent Legal Custodianship (PLC) creates a new family by giving legal parental rights to adults who are caring for children in the Foster or Kinship Care program. The distinction between PLC and Adoption is that the child may maintain a relationship with his or her birth parents in the Permanent Legal Custodianship arrangement because parental rights are not terminated. The focus is always on providing the best environment for the child’s growth with an eye towards stability in the family. MFSP staff work to ensure the maximum growth and development for the child starting with their Foster or Kinship Care placement and continuing after Permanent Legal Custodianship is established for up to 12 months to ensure a smooth transition and provide support for the child and the rest of the family, as needed.
